We're in TOC right now. I scouted the team that is our biggest challenge yesterday morning. They threw their ace and one of my coaches and I tracked pitches. Over 60% of his pitches were curve balls. He's 12. As good as he is I KNOW we won't see him three years from now. It is a VIOLENT motion on your arm anyway, and at 12 there is no way your muslces and bones are developed enough to handle it. Quite a shame. You see it every year.

The league officers and/or rules committee should set guidelines to avoid this

Different leagues do deal with it. Come tournament time, though the District has no control over it. Williamsport is too freaking worried about the number of pitches a pitcher is throwing on what day than what the actual pitch itself is doing to his arm.
