Now this is not an indictment on Heartland or its employees. They're simply following the guidelines set forth by the state. Criminals use & abuse the system every day. For example, criminals know the right amount to steal before it becomes a felony (and serve hard time). Criminals know that many area facilities are stretched to the max and often won't take them for a "lesser crime." Once arrested, many will fake illnesses and demand a trip to the hospital, wasting time, money and resources. It ridiculous.
