"If Senate Bill 117 passes, any cable company – existing or new – could enter the Western Stark County market, which is currently almost exclusively served by Massillon Cable, a locally-owned company. But residents shouldn’t expect a slew of companies rushing to get a slice of the area’s customer base.

According to Massillon Cable owner Bob Gessner, competitors might be reluctant because of what is called “make ready,” where an incoming cable provider would have to pay for new wires to be installed on utility poles, as well as the cost for reconfiguring the existing wires."
