For a population like ours (slowly increasing and aging), wouldn't it be a safe assumption that there would be (at least) a slight increase in calls each year?

I want to make it clear that I'm not bashing the private ambulance companies. But the numbers listed do make you ask a few questions. Why such a decrease?
