OHSAA Commissioner Dan Ross addressed this and other issues at the Pro Football Hall of Fame Luncheon Club.

The key line is this: "“I don’t think that playing up is really an issue,” Ross said. “The big issue is where the cutoff is for Division I and how many teams get in (the playoffs) in Division I versus the other divisions.”"

In other words, it appears that the option of playing up will remain. The question is how many teams will be assigned to D1.
