So the cops or rent of cops what ever from Hartland were not allowed to chase some one off Hartland grounds.

So if the drunk drive killed some one because he hit some one then would we be in a situation were they would of said Hartland seen them drive by so they should of stopped him?

He was drinking & driving & now he is dead. He could of killed him self even if some one want chasing him. He broke the law end of story.

Population control.

With that logic every police officer of the world should be sued...."If you didn't stop me for drunk driving I might have made it home, If you didn't catch me robbing that bank I would have left everyone alone" etc.
